1. Summary:

DRACP stands for Democratic Republic Army of Club Penguin

The DRACP is conformed by 2 branches in the Government and special assigments. The first branch, the Executive Branch is known as the Leader Branch being there the General of the Army and 2nd and 3rd in Commands. We have an election for 3iC’s, and our Leaders who are leaving need to pick someone to fill in their spot. The 2nd branch is the legislative branch, which is made of 12 – 16 Senators elected by the citizens every 4 months.

Special assignments, known as Vice-President, Grand Senator or Advisor are those that are given a special job on the Army which is most likely given to High Ranked soldiers and/or Retired Legends.

  • Breeze: Capital; Most ACP citizens and soldiers will live there, government officials will live there, and it is the main ACP military stronghold. Most ACP soldiers live here, and some use their igloos as unofficial bases for ACP!
  • Snow Fort: Training Ground; ACP soldiers are trained here. Their not many towns in this part of the Nation, although the Training Camps resemble cities.
  • Snow Globe: Embassy; All allies welcome on this server to meet with ACP soldiers and citizens. This server allows diplomats from each Army to go and have a meeting with a diplomat from ACP.
  • Mammoth: Recruiting Server; Used for recruiting because of its army history. Most of ACP rogues live here protecting the crucified land.

We control these servers, but we let allies come and citizens in. Anyone can come in, except groups of enemy armies. No one is allowed to set up a base there, unless we give them a Land Grant for a certain server. When we give a Land Grant, we still control the server, but the other army can control it also. If we go to war with that army, the Land Grant can be ended, and we get the server back.

By becoming an ally of the Army Of Club Penguin, you agree to the above terms.

4. Army:

The Army of Club Penguin has a Supreme Commander, 2ics, and 3ics. There are no other leader ranks past 3ic.

3. Government:

The Army of Club Penguin is a Democratic Republic or a Republic Oligarchy. That means that we are a mix between a Democracy (We elect our congress) and a Republic (The people have a say, and we have congressional votes for big decisions) We do have a bit of a dictatorship when it comes to picking new leaders, co-leaders, or third in commands. New leaders are picked by the retiring leader. A retiring leader can choose to have an election for the next leader if they wish not to pick. Head Generals, or Second-in-Commands, and Commander Generals, or Third-in-Commands are picked by the current leader. Here are the ranks in the Government:

  • No leader of ACP, defined as 4ic, 3ic, 2ic, 1.5 ic, co-leader or leader, shall hold a leader position in any other top 10 army.
  • Supreme Commander: This person is chosen by a retiring leader, unless the retiring leader would like an election. They have the last say. They can overrule a decision by the president if they feel it is necessary.
  • President: The Leader is now also the President. There will be a Vice President who is chosen by the Leader and the Vice President will then pick a Grand Senator (Either by choice or by election)
  • Vice President: This person can either be chosen by the president or elected depending on the president’s wishes. The Vice President has no limit for the time he/she can serve. The only way to get a new Vice President is if the President fires him/her or if he/she is impeached, with a 75% vote by the Senate.
  • Grand Senator: This person is picked by the Vice President and is basically the Vice President of the senate. They take over in the absence of the Vice President and can hold Senate elections. They can be removed by the President, Vice President, or a 75% senate vote.
  • Senator: These people must be elected. They can only serve for 3 months before becoming ordinary citizens or being elected again. Note: If a senator is retired/quits/is fired then the Senate shall vote on a citizen who shall take their place in the Senate.
  • Ambassador: Helps with the passing of laws that has to do with other armies/governments.
  • Citizen (Soldier): Anyone who is not in one of the above positions of the Democratic Army Of Club Penguin’s government is a citizen.

When making big decisions, everyone in the Senate votes, but the officials in the government have more influence in the end. If a voting is tied,the Final decision is made by the Senate President. Any bill may be vetoed by the leader of ACP at their discretion for the benefit of ACP. Keep this in mind when presenting bills that may not benefit ACP.

To get a major bill passed, the Senate must approve it with a 3/4 vote.

There will be elections every 3 months, and unless the Branch gets dissolved by order of the President, it is always active.

The DRACP President is the Congressional Leader, and will moderate all discussions and sessions.

Only citizens of the Army Of Club Penguin are allowed to run.

Certain Senators will be placed on Committees in order to focus on certain issues.

4. Citizenship & Elections:

Citizens: To become a citizen, all you have to do is join the Army of Club Penguin. Here are a few rewards citizens get:

  • Citizen get to vote.
  • In coin lotteries, citizens get to choose two numbers, and everyone else only gets to choose one.
  • Citizens are more respected and listened to within the Army of Club Penguin than any people that are not citizens of the Army of Club Penguin.

Elections: To choose Senators we hold elections. We hold an election every 3 months, and the winners gets a rank in the Government. The President decides how he/she will hold the elections but they must be fair and impartial.

5. Allies:

All allies agree to the following conditions:

We, The Army of Club Penguin, control our servers, but we let allies and citizens in. Anyone can come in, except groups of enemy armies. No one is allowed to set up a base there, unless we give them a Land Grant for a certain server. When we give a Land Grant, we still control the server, but the other army can control it also. If we go to war with that army, the Land Grant can be ended, and we get the entire server back.

SHORT VERSION

1. Admins: I agree that the problem of coups has become a problem mainly because of the number of admins on the site. Therefore the only admins will be the following: Oagal, Boomer, Shab, and the Supreme Leader(s).

2. Owners: Owners are retired main leaders of ACP and current 2ics and 3ics. The punishments for owners who break the rules will be worse than the punishments for mods since the job of owners is to moderate the mods and should be the example for the rest of chat.

3. Mods: Mods will be handpicked every promo day. There is no rank limit. The mods will be picked by the Leader, the Commander, and by a group of people picked by the leader. A list will be made monthly of all the mods and the 2ics and 3ics are not allowed to add anyone to the list or mod anyone not on the list. They may however make their own list of people they believe should be modded which they will present to the Leader for approval. Unmod weeks will be held at the middle of every month (if you don’t know how to do it, talk to Shab).

4. Supreme Commander:

  • One Leader: The supreme commander has ultimate power over both the army and the senate. He/She can overrule decisions made by the senate, they have the final say. They can only be taken out of power if both Boomer and Oagal deem them unfit to lead or the army AS A WHOLE deems them unfit.
  • Two Leaders: If there are two supreme commanders, both will have to be able to agree on decisions. They have the same power as stated above. If they cannot both reach a decision acceptable to both leaders, they may do any of the following:

-1. Turn to the 2ics or 2ics and 3ics
-2. Turn to previous leaders who are still active enough to make an informed decision
-3. Ask for a vote by the senate

5. Senate Leaders

  • 5a. President: The President is picked by the main leader(s) and can be replaced at any time. They are the leader of the senate and also are the tiebreaker. Their job is to plan senate meetings, moderate them, and make sure the voting is legit and fair. The president is also in charge of making sure that anyone who wants to present a bill is given the chance and that everyone is able to express their opinion about an issue in order to help prevent a non-biased vote. If the president does not make regular senate meetings, one every 3 weeks at least, then they are automatically removed from their position and the leader(s) will then have to pick a new president. Until a new President is picked, the Vice President is in charge. If the President misses more than 2 meetings in a row then they are also automatically removed from their position. They are main owner on senate chat.
  • 5b. Vice President: The Vice President can either be picked by the leader or the President. They are the 2ic of the senate and their duty is to fill in when the President is unable to fulfill his duties. If the Vice President misses more than 2 meetings in a row they are automatically removed from their position and a new one shall be picked. If the President is present, the VP will help the President to control chat and voting but otherwise will act as a normal senator. They are owner or main owner on senate chat, the decision is up to the President.

6. Divisions: The 3ics are in charge of divisions. There will be 3 divisions and the 3ics are in charge of ranking soldiers into their divisions from the division registration page. There will also be two Division Generals for each division and one or two Division Generals for ACPTR. Once a Division General or 3ic becomes inactive with their division, they will be replaced. The 3ics are also in charge of making sure that the Division Generals are active. This means that there will be only 3 3ics.

7. Senators: Senators will be chosen by comment polls with no rank restrictions. The number of senators will be determined by the President and the President will also run the polls with help from the Vice President. If the President does not have a variety of ranks represented in the senate, the polls will be redo OR the leader(s) will hand-pick senators. The leader(s) will be allowed to hand-pick 2 senators if they wish. There will be meetings scheduled by the President at least every 3 weeks. Senators who cannot have an orderly meeting and cannot stay quiet when someone else is talking will be replaced. Being a Senator is a privilege, not a right and it will be regarded as an honor. If a senator does not attend 2 meetings in a row they will be automatically stripped of their senator status. New Senators are picked every 3 months.

7a. Power of the Senate: The senate may discuss and vote on bills that pertain anything except for changing the rank of a person without explicit permission from the leader(s). They can be overruled by the leader(s). Otherwise, once all bills or rules passed during a senate meetings are shown to the leader (final approval), they will go into effect once posted.

8. Retiring Leader: When the Supreme Commander retires he/she has the ultimate decision on who will replace them. They can pick anyone in the ranks no matter what rank they may be. Elections are not advised but the decision for one is up to the retiring Leader.

11. Chat: Chat will remain Xat.com/theacp unless the new leader decides on a new chat. When a new leader is put in place they must email Shaboomboom (use the same email as he uses for his wordpress account) an talk to him so the chat password and messages are forwarded to the new leader. No active leader, 1ic, 2ic, 3ic etc, will use $ guest or hide their ownership while on chat. ALL leaders shall be recognized as leaders at all times when on chat.

12. Second-in-Commands: The job of  the 2ic is to get to know the soldiers and to listen to their complaints and try to solve them. They are also there to answer questions. They cannot be guest-owner on chat or have nopc on. The 2ics MUST do the join page. Failure to do the join page for a month will result in automatic demotion on chat for the first offense and automatic rank demotion for the 2nd offense. They are owners on chat.

13. Third-in-Commands: See Divisions Above. The 3ics have basically the same job as the 2ics except they have to deal more with the divisions and division generals. The 3ics MUST do the join page. Failure to do the join page for a month will result in automatic demotion on chat for the first offense and automatic rank demotion for the 2nd offense. They are also owners on chat.

14. ACPTR: The Leader (aka Division General) of the ACPTR will remain Leader until they have been proven unfit to be Leader. They cannot be removed without reason. They will be given a division general rank.

15. War: War can be declared by either the Leader or a 2ic in an obvious state, or with previous leader’s approval. Senate may also vote to go to war with a voting outcome of 90% yes.

16. Leader Law: No leader of ACP, defined as 2ic, 1.5 ic, co-leader or leader, shall hold a leader position in any other top 10 army.

17. Join laws: Soldiers may rejoin with at least a two rank penalty if they were at mod rank. This can be overruled if a majority of the current owner ranks approve that the person regains their old rank. If not at mod rank when retiring, the person may rejoin at the same rank as which they retired. A retired main owner may come back as an owner rank if a majority of the current owners ranks (1ic, 2ic, 3ic, etc…) approve of it. Otherwise they may come back as the highest mod rank.
